Key Concepts of the Development Plan:

Pensus will work together with Reclamation to capture the warmth, acclaim and charm of the wonderful countryside while providing a full range of amenities and services at the six concession sites and emphasizing the conservation and preservation of the Lake Berryessa area.  Distinctive, complimentary and non-conflicting services will be provided at the combined concession areas to satisfy the needs of all socio-economic sectors.  Close attention will be paid to sustainable development and nature will do most of the work in making this a dramatic and comfortable setting for users in all price ranges.  The following concepts will guide Pensus’ development for full build-out:

• Pensus plans to utilize “Floating and On Land Marina/Camping and RV Villages.” The village concept calls for  many activities to be centered in one area. A restaurant, convenience and gift store, clothing boutique, fuel dock and tour boat dock, all focused in one village area.  This approach consolidates utilities and services and produces an energetic and interesting environment on a smaller foot print.

• A ‘shuttle boat’  service will make all concession areas accessible to all others without the need to drive while providing a relaxing and enjoyable site seeing experience. Visitors who normally would visit and experience only a limited part of Lake Berryessa environs will be afforded an expanded exposure to and enjoyment of the area.

• Pensus has proposed Dry and Dry Stack storage as an additional solution to boat storage. The use of dry storage reduces the number of slips needed in the water which is aesthetically and environmentally beneficial.  Boats up to 30 feet in length can be stored in the Dry Stack buildings. Dry stack customers will enjoy unlimited launch and retrieval included in the fee.

• A ‘Concierge Services Department’ will provide a full range of services including launch and retrieval, boat mechanical, structural and aesthetic repair and maintenance, washes, details, galley stocking of requested food items, stocking of other necessary items, fueling, effluent tank pump out, piloting and 24 hours emergency response.

• RV and camping locations will be reconfigured for greater space and privacy and new areas established. More sites will have power, water and or sewer installed and the sites will be visually enhanced. High quality toilet /shower and laundry facilities will be constructed with tile and granite. All buildings will be air conditioned.

The 40 unrated cabins, 200 middle market hotel units and 25 boutique style hotel units included in the proposed plan represent accessible lodging at every price point. The diverse range of lodging will successfully allow the public to experience the beauty of Lake Berryessa.

• There will be a children’s ‘safe haven’ entertainment and recreation area at each site.  These will include entertainment, video games, board games and a flat screen TV with scheduled educational programs and children’s movies.

• A cultural and educational learning center will be constructed as part of the Visitor Center at Monticello Resort and will be dedicated to Lake Berryessa, its history, demographics, topography, climate and events.  Also included in this complex will be a Watersport Education Center focusing on water safety and proper operation of watercraft.

• Retail stores will be included in each of the six concession locations. The stores will inventory high demand items in the categories of convenience food, beverage, water recreation, boat maintenance and gifts.

• A thematic feature will be tied to the overall décor and character of each concession area. The selected specific ambience / flavor of each location will be a consistent theme that will flow from lobby to restaurant and to other common areas. The purpose will be to create an integrated feel and ‘sense of place’ for visitors to Lake Berryessa and each location.

• All new wet slips with walkway lighting and connections for water and power will be built. Slip rates will include services and amenities not presently provided such as 24 hour security, 24 hour on dock staffing, boat and cart shuttles and entertainment.

• All facilities and services will be available 365 days per year, with hours varying by season.

• As part of the repositioning of Lake Berryessa, Pensus and Reclamation have agreed that an immediate rebranding of all concession sites is necessary.  Accordingly Pensus has chosen new concession names that more closely reflect the natural history and topography of the area.  The following names were chosen to reflect the flora that is naturally abundant at each site:

• Markley Cove will become Mahogany Bay

• Steele Park will become Lupine Shores Resort

• Spanish Flats will become Foothill Pines Resort

• Berryessa Marina will become Blue Oaks Resort and Marina

• Rancho Monticello will become Manzanita Canyon

• Putah Creek will become Chaparral Cove
